Xu Baogui, male, Han nationality, born in April 1977, Communist Party member, Master of Law, lecturer. He graduated from the Education Department of Harbin Normal University in July 2001. From July 2001 to October 2005, he served as a student political counselor and Youth League secretary in the College of Science at Harbin Engineering University. From October 2005 to December 2009, he served as a student political counselor, Youth League secretary, and director of the Student Affairs Office in the College of Shipbuilding Engineering at Harbin Engineering University. From December 2009 to June 2015, he served as an assistant director, deputy director, and director of the University Student Employment Guidance Service Center at Harbin Engineering University Admissions and Employment Office. From June 2015 to December 2020, he served as the deputy director of the Student Affairs Department (Office) and director of the University Student Employment Guidance Service Center at Harbin Engineering University. Since December 2020, he has been serving as the Deputy Secretary of the Party Committee of the Intelligent Science and Engineering College at Harbin Engineering University.

He has been engaged in student management, Youth League, student party building, and employment of graduates for many years. He has been awarded honors such as "Outstanding Individual in Student Work at the University", "Outstanding Individual in Graduate Employment at the University", "Outstanding Individual in Social Practice at the University", "Outstanding Communist Party Member of the University", "Outstanding Individual in Volunteer Service at the 24th Harbin Winter Universiade", "Outstanding Individual in Social Practice in Heilongjiang Province", "Outstanding Individual in Student Work in Heilongjiang Province", and "Outstanding Youth League Cadre in Heilongjiang Province". He has co-edited two textbooks on higher education planning and has published 15 related articles in journals such as "Research on Ideological and Political Education". He has also received 12 outstanding research project awards in Heilongjiang Province and the university.
