Responsible for overseeing the overall administrative work of the college, including discipline and professional planning, organizational structure and appointment of positions, faculty development and personnel allocation system, and financial management. Contact departments include the Party Committee Teacher Affairs Department/Human Resources Office (Talent Work Office), Development Planning Office/Subject and Professional Construction Office, and Finance Office.

Zhao Yuxin, male, Han nationality, born in March 1980, Communist Party member, Doctor of Engineering, Professor, doctoral supervisor, recipient of the Chinese Youth Science and Technology Award, selected for national talent support program. From July 2001 to September 2013, he served as an assistant, lecturer, and associate professor at the Automation College of Harbin Engineering University. During this period, from November 2005 to December 2008, he conducted postdoctoral research cooperation at the Control Science and Engineering Postdoctoral Mobile Station of Harbin Institute of Technology. From March 2012 to March 2013, he conducted collaborative research work at Imperial College London, UK. From September 2013 to September 2015, he served as a professor at the Automation College of Harbin Engineering University. From September 2015 to September 2016, he served as the Vice Dean of the Automation College of Harbin Engineering University. From September 2016 to October 2018, he served as the Vice Dean of the Automation College of Harbin Engineering University (overseeing the administrative work of the college). From October 2018 to October 2020, he served as the Dean of the Automation College of Harbin Engineering University and Deputy Party Secretary. From October 2020 to July 2021, he served as the Dean of the Intelligent Science and Engineering College of Harbin Engineering University and Deputy Party Secretary. Since July 2021, he has been serving as the Assistant to the President of Harbin Engineering University, concurrently the Dean of the Intelligent Science and Engineering College and Deputy Party Secretary.

He has long been engaged in research on ship navigation and marine instrument technology, and has undertaken multiple tasks such as the 973 Project, National Major Science and Technology Projects, and the National Natural Science Foundation. He has published over 100 articles in domestic and international prestigious journals and academic conferences, authorized 21 invention patents at home and abroad, and received 9 provincial and ministerial-level teaching and scientific and technological awards. He is currently the Director of the Navigation Instrument Engineering Research Center of the Ministry of Education, the leader of a national-level science and technology innovation team, and the leader of the Ministry of Industry and Information Technology's research-oriented teaching innovation team. He also serves as a director of the Chinese Society of Inertial Technology, a director of the China Institute of Navigation, a Fellow of the Institution of Engineering and Technology (IET) in the UK, and a member of the Royal Institute of Navigation in the UK.
